Everclear is ethyl alcohol, same as gin or whiskey only undiluted with water. Isopropyl alcohol will very definitely make you sick or kill you if ingested. He is completely incorrect and dangerous.

I have never done this before, and I have never used a rice cooker for anything… do rice cookers have multiple temperature settings, and what temp would you set it at?

Your ISO information is exactly backwards. ISO is NOT SAFE TO CONSUME. There is a reason alcoholics do not drink ISO even though it is cheaper! I use Everclear, not the alcohol Rick Simpson uses.
